Conservation Commission Minutes 5/9/17
CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: 5/9/17
Present: Tim Lovett, Dave Dempsey, Dennis Lynch, Claudia Crane, Dominic Stucker and Rebecca Wolin
The meeting convened at 6:00p.m.

Traynor – NOI - 74 Tyringham – reconstruct existing dwelling, garage, re-configure driveway and remove trees DEP# 230-0285 (T. Lovett is the project manager)
Chris Tryon of Berkshire Geo-Technologies was present to review the updated proposed project/plans.  The Commission unanimously approved the project as submitted.

Gelbard – 19 Limerock Lane – NOI – demo existing home, construct new home and septic (T. Lovett is the project manager)
Shannon Boomsma requested via writing that this hearing be continued once again to the June meeting.  The Commission approved the request.

Amezqua/Hannon – 79 Hupi Rd – SMARDA – SMA17-05 – stabilize hillside and erosion control (C. Crane is the project manager)
Rich Lasser of Nature Works Land Care and Mike Mungridge were present to review the proposal.  More information is needed from the Engineer so a continuance was requested.

Allen – 148 Main Rd – SMANOI – SMA17-06 – demo existing home and reconstruct (D. Stucker is the project manager)
Andrew Allen, Walter Hewins and Mike Kulig were all present to review the project details.  A letter from abutter David Abromowitz was read into record and abutters present were also present to ask questions.  Discussion ensued about the condition of the private road (part of the homeowner’s association) as well as the proposed location of the well and septic.  The application was approved as submitted with the condition that it is subject to the submission of a planting plan.

Barlow – 36 Camp Half Moon Rd – RDA – tree removal (R. Wolin is the project manager)
Geoff Barlow was present to review the details with the Commission.  The Commission unanimously approved the request as a N3.

Hogan/Kraus – 30 Elephant Rock Rd – NOI - reconstruct existing dwelling, construct garage, parking area, dock, upgrade failed septic, drill new well and remove trees (C. Crane is the project manager)
Chris Tryon of Berkshire Geo-Technologies and Tom Ingersoll were present to review the project details.  Comments have been received from the Natural Heritage.  The proposed planting plan was reviewed and discussed.  An abutter was present to voice concerns with the plantings and property lines.  The project was approved and an order of conditions was issued.

Extension Request – 3 Carl’s Lane – SMA#14-03 (D. Dempsey is the project manager)
The Commission approved the extension request for the above named property.

The Commission approved the extension request for the above named property.

For Discussion:
  • A motion was made to appoint Claudia Crane as the new chair of the Conservation Commission.  This was seconded and approved.
  • The Commission is going to request that the Select Board appoint Mark Little to the Commission.
  • Mail was reviewed.
  • Minutes from 4.11.17 were approved as written.
  • Chris Tryon of Berkshire Geo-Technologies discussed with the Board the violation at 4 Point Rd.  He will be filing a NOI for the party involved as was required in the Enforcement Order.
  • Dominic provided the Commission with an update from the Lake Garfield Working Group and town meeting.
